Norwegian FM Børge Brende makes statements on this:
“The accord between Fatah and Hamas implies the import of humanitarian aid becoming simpler, FM Børge Brende holds. This holds to many countries being willing to increase their support. Through this, President Abbas is also the de facto president of Gaza; international humanitarian assistance will be channeled through President Abbas and the PA in the West Bank, he tells NRK.
‘This opens for many countries by now increasing their aid; as Hamas was formerly in total control over Gaza. This meant many donors had no interest in being part of the reconstruction of Gaza’, Brende says.
He says it is now of importance to give funding to President Abbas and his technocrat government; a government accepting the so called ‘quartet-principles’, implying recognition of the State of Israel.
‘This is a government able to both take leadership over the reconstruction of Gaza and in talks with Israel over easing and preferably remove the blockade of Gaza. The last factor is a precondition for the reconstruction of Gaza’, Brende says.
‘A coalition government is a precondition to the International Community being willing to contribute to the reconstruction of Gaza. The government one is relating to must be accepted internationally’, says FM Børge Brende (Conservative)”.

SYRIAN OPPOSITION GROUPS TO MEET IN OSLO

Representatives of several Syrian opposition groups met with each other’s several times this summer, the MFA (of Norway) confirms. Twice this summer, meetings were held to discuss the road ahead for the civil war torn country; Junior Minister Bård Glad Pedersen of the MFA told NRK.

“The goal of these talks were to achieve increased knowledge over what is being thought on various sides of the conflict; thereby generally seeing what steps may further create a basis to a political solution”, the Junior Minister told the channel.

Their first meeting was in June. A sketch over ideas was later given to Bashar al Assad’s media councilor Bouthaina Shabaan, himself present in Oslo at the time. Shabaaan held talks with Brende during the Oslo Forum a few days later, on June 18th and 19th.

Summary.

Roger Hercz writes on the antecedents of the ISIL/ISIS; pointing to its roots under Saddam Hussein, in the so called “Fedayeen Saddam”, being a pro-Baath militia, infamous over tis brutality already at this time.

He explains how Abu Bakr al Baghdadi, formerly known as a Sammarra street bully named Ibrahim ibn Awwad, started his career in this militia.

Mr. Hercz use Israeli professor Amatzia Baram as his main source; Profesoor Baram holds the violence employed by the ISIL/ISIS is not necessarily a trait of Islam, rather a general trait seen in secular Arab countries as well, being a result of the lacking legitimacy of most regimes in the Middle east.

Making his own analysis, Mr. Hercz appears to be a pessimist concerning the future developments in the region, politically and militarily.
